On 21 May 2007, following a competitive tender process between two bidders, Council announced the Hale Street Link Alliance as the preferred tenderer to design and construct the Hale Street Link project.

The alliance comprises of the below companies who possess extensive local and international experience:

• Seymour Whyte Holdings
• Bouygues Travaux Publics
• Macmahon Holdings
• Hyder Consulting
