In August 2006 Brisbane City Council released the Hale Street Link draft Impact Assessment Statement (IAS) for public comment over an eight-week consultation period.

The draft IAS detailed findings from the Hale Street Link feasibility study based on a preliminary design of the bridge know as the "reference design".

During this period council received more than 9000 submissions from members of the public and businesses commenting on the proposed bridge.
